CLEC (Competitive Local Exchange Carrier):
A telephone company that competes with the larger incumbent carriers (ILECs) through reselling the ILEC services and/or creating services that use the ILEC's infrastructure. The Regional Bells are ILECs; local phone companies are frequently CLECs.
